Collaboration Shines at PIA Conference: East Newman Precinct Plan Recognised for Excellence

Creating Communities' Donna Shepherd AM and Jessica Barker, alongside Karlka Nyiyaparli chairperson Keith Hall, shared the award-winning East Newman Precinct Plan at the 2024 PIA State Conference, setting a new standard for planning with First Nations communities.

Collaboration Shines at PIA Conference: East Newman Precinct Plan Recognised for Excellence

At the 2024 Planning Institute of Australia State Conference, Creating Communities CEO Donna Shepherd AM and Director Jessica Barker teamed up with Karlka Nyiyaparli Aboriginal Corporation RNTBC chairperson Keith Hall to share their experiences in planning with First Nations people.

Their presentation highlighted the East Newman Precinct Structure Plan, a groundbreaking initiative that united Karlka Nyiyaparli Aboriginal Corporation RNTBC, Jamukurnu-Yapalikurnu Aboriginal Corporation, and Puntukurnu Aboriginal Medical Service to deliver a comprehensive strategy aimed at enhancing housing, amenity, and public spaces in the community.

The East Newman Precinct Structure Plan, which received the 2024 Planning with Country Award at the PIA National Awards for Excellence, was commended by judges as an exemplary model of collaborative planning that should be adopted nationwide.

Reflecting on the significance of this project, Jessica Barker said, “It was a privilege to stand alongside Nyiyaparli man and chairperson Keith Hall to share the incredible journey that everyone has been on.

We hope that by sharing these valuable insights on the planning approach, others will be inspired to not only include Aboriginal people in the planning process, but support Aboriginal people to lead in the decision making. The East Newman Precinct Structure Plan is far richer and responsive to community need for this reason.”
