Early investment delivers social and economic value

The challenge

At The Village at Wellard, we worked with Peet and the Department of Communities – Housing to rethink the traditional relationship between residents and developers. Launched in 2003, the housing development aimed to create a transit-oriented hub in the Kwinana area that provided mixed development and affordable housing. The surrounding area, however, had a negative reputation. The project’s success relied on changing public perceptions and encouraging residents, not the developers, to be the biggest advocates for the area. The residents needed a sense of meaning, purpose and belonging.

The outcomes

We put early purchasers and the surrounding community in direct dialogue with the developers and supported the community’s growth. Sixteen years on, The Village at Wellard is a multi-award-winning development for planning, design, inclusivity and sustainability. The community is home to more than 6,000 people, creating economic and social prosperity.

Creating Communities’ role has included co-design of a social plan and facilities plans with residents, the roll-out of employment, place activation, sporting club development, community markets and much more. A key feature is the award-winning Ngulla Community Nursery which raised 60 local youth out of unemployment while simultaneously providing native plant stock for the estate.

We have helped establish residents’ associations and organise more than 200 community events and initiatives. The Village at Wellard has won more than 20 State and national awards, including the Planning Minister’s Award for Excellence (Planning Institute of Australia (WA).
