Strategy | Creating Communities undertook a holistic approach to the task and researched a broad range of issues and opportunities. A strong working relationship was developed between the project control group, Council staff, councillors and Creating Communities staff who collaborated closely on all aspects of the plan. Creating Communities undertook a series of strategies, including: - A scoping session with the project control group;
- A review of existing literature, reports and plans;
- A review and analysis of the Shire’s demographics and socio-economic trends;
- Comprehensive consultation process with community groups, organisations and the wider community through workshops, interviews and meetings;
- Preparation of an inventory of existing facilities and services; and
- Development of a vision and clarified guiding principles that provided a clear direction for the development of innovative strategies.

Outcomes | Creating Communities’ approach has led to the preparation of a Shire of Chittering Community Audit, Sport and Recreation Plan (2003 – 2008) and Implementation Plan (2003). The plan takes a holistic approach to community and identifies ways to link and develop aspects of community life that are broader than sport and recreation (eg health, education, and environment), whilst retaining a focus on the shared vision. The plan is innovative, practical and provides the Shire of Chittering and other stakeholders with a foundation for decision making in the future.
