Challenge

In 2001, LandCorp embarked upon a bold new approach to community development in its Harvest Lakes Estate. Of priority to LandCorp was the early creation of a vibrant and active community that is self-managed and has at its core environmental and social sustainability.

Strategy

A key element of the project’s competitive advantage has been the investment by LandCorp in the delivery of a multi-faceted community development program and the early provision of community facilities. Community training workshops, environmental initiatives, public arts programs, social activities, community events and the formation of a residents' group have been key elements of the program.

As the community consultant to the project, Creating Communities designed the community development strategic approach for the Estate and has worked closely with the project team, residents, community groups and the Council to deliver a range of initiatives tailored to the community.

Achievement

  • Concept design for the first Western Australian community centre to be built using environmentally sustainable design principles;

  • Negotiated shared use agreements between the Education Department, the City of Cockburn and LandCorp;

  • Attracted $936,085 in funding for the Harvest Lakes Community and Environmental Centre;

  • A $2,000 grant for the Waterwise community art mosaic project located at the entrance the community centre;

  • Assisted community groups to secure up to $10,000 in community grants;

  • Held Building Green workshops designed to assist new residents in making building design choices that are environmentally sustainable;

  • Initiated a range of new community events and activities;

  • Established the Harvest Lakes Residents Association;

  • Training and support to Harvest Lakes Residents Association in community governance;

  • Produce quarterly community newsletters.

  • Public art program featuring eight public art pieces throughout the Estate.
